Although the moratorium was lifted ahead of schedule, no permits for deepwater drilling were issued until mid-March 2011. Initially, these were restricted to companies whose projects had been approved and where work had started before the accident. Noble Energy, BHP Billiton and ATP Gas & Oil were among the first companies allowed to revisit their wells. Judith Gurney reports.
