520 _aThe environmental challenge facing Asian refiners during the first decade of the 21st century will be the need to produce environmentally cleaner transportation fuels. These will be needed to meet expected regional legislation in a situation where crude feedstock quality is anticipated to deteriorate while the market becomes increasingly global and more competitive. Emphasis will also be put on reducing carbon dioxide emissions from refinery sites. It will be quite a challenge to remain profitable!. The anticipated move towards ultra low sulphur gasoline and diesel fuels, which will also contain reduced levels of aromatics, will potentially involve considerable investment in new or upgraded plant. The objective of this paper is to demonstrate how future environmental legislation can be met in a way that offers an opportunity to generate a profitable return. This can be done by combining innovative projects that improve plant efficiency, increase throughput and improve the product slate.
