With this as a background, the authors make a quantitative approach in assessing the efficacy of its safety-related program. With regard to safety activities, they define the difference between the existing risk and latent risk as the value created by such activities, and evaluate the cost effectiveness. With regard to safety investment, they compare the reduction in the latent risk and the amount of investment, executed the evaluation at the best replacement time.
