The Forum 2004 that is being organised in Barcelona is an excellent example of the application of these criteria or rational growth in society. It involves the urban development of a new urban area over 466.000 m2 of public space and parks next to the sea. It will be include exemplary use of renewable energy and relatively clean primary energy sources such as natural gas together with the application of new schemes of distributed generation to supply energy to all the buildings that are being built for the celebration of the Forum 2004. This paper presents the project and the application of a software tool that has been developed for the design, analysis and simulation of district systems. This tool, called WinDES, facilitates the analysis of operational viability, integrating the whole process from the calculation of energy demands to the economic analysis of these projects. Specifically, this paper presents and discusses a specific application of this tool, that of Forum 2004 as a means of demonstrating the possibilities that the tool offers to potential users.
