520 _aTranscripción del abstract original del autor: Japan is an earthquake-prone country and has experienced numerous earthquake disasters in the past. The South Hyogo Earthquake that occurred in the Kansai region in January 1995 was far larger than had been traditionally anticipated. It measured 7.2 on the Richter scale and generated peak ground acceleration at the surface of over 800 gal, resulting in the deaths of over 6,000 people. While the seismic design standards for plants handling hazardous substances had previously been subject to revision, this disaster led to Japan’s main seismic design standards being drastically revised, and facilities constructed since then have been designed in accordance with these new standards. However, technological and financial obstacles exist to reinforcing existing facilities to meet the new standards. To fulfill its duty of ensuring public safety, Tokyo Gas assessed its existing LNG facilities in the light of the new standards, and made extensive use of risk management techniques in designing and implementing anti-seismic measures that were both financially feasible and improved the reliability of facilities. This paper describes the risk management techniques used by Tokyo Gas in designing and implementing these measures.
