As this risk increases with time, gas operators are engaged in countermeasures, including pipe replacement. The house pipes, however, are the property of the customer who is therefore required to pay the costs for pipe improvement. This is currently the main factor for the holdup in improvement work. To overcome this problem, the Japan Gas Association has been commissioned by the Ministry of Economy, Trade and Industry to develop a novel renewal method that will help save improvement costs by inserting a new pipe inside the old one. This project is due to be implemented on a five-year schedule from fiscal 2001.
