Transcripción del abstract original del autor: Like for many other gas transmission companies in Europe, a remarkably affecting change in the business environment has been the EU natural gas directive implementation into the national legislation. The gas transmission business is a regulated business, where profits can be at reasonable level compared to the assets and profits have to be based on real costs. In addition to real operating and maintenance costs, a development responsibility of the network causes future enlargement investments and the profits now should cover the these costs as well. In order to determine correct and reasonable level of transmission tariff, Gasum Oy decided to develop an asset management system for storing of needed information, forecasting and recording the future maintenance and investment costs, enabling sensitivity analysis of different maintenance philosophies and enlargement scenarios and finally determining the capital value, which will be the basis for the tariff determination. The system includes all identification data for each part of the gas network in the form of cards. For each card, forecasted maintenance related costs are given in time series format for minimum and maximum cases. Each existing property card contains also the rebuild cost estimates for current usage value determination. For the future enlargement investments two levels of scenarios is created: upper level selection for different alternative network extension levels and a sublevel of those, having three different alternative investment levels (minimum, base and maximum scenario). Analysis part of the system is used to calculate the net present value (NPV) of maintenance related costs of existing property, NPV of future enlargement investments and current usage value of the existing property.
