Value analysis for optimising operation and maintenance of gas distribution systems

That means controlling networks performance and safety, increasing customers satisfaction, as well as remaining competitive. In this frame, and to give the best answer to these new stakes, Gaz de France has lead a Value Analysis of its activities of operation and maintenance of the distribution system. After defining the scope of the study and gathering the necessary data, a working group composed of managers and technicians of Gaz de France was created to carry out the function analysis of their system. They managed to break down their system of operation and maintenance into service functions, and to estimate the part of their own activities, and the associated expenses, implicated in each function. Experiences have also been capitalised and organisations reassessed, to define pertinent indexes that could be analysed by each operator to diagnostic the weak points or the over dimensioned points of its activities, and to detect possible gains of productivity. The result of this work consists in a software application that enables operators to analyse their activities and to compare their performances to those of other operators that have similar configurations of networks. Comparisons are based on operation and maintenance costs, and quality of services to customers. Their evolution can be analysed on several years.
