The triennium was full of significant challenges, such as those presented by deregulation, heightened awareness of the issues surrounding climate change and sustainable development, growing public scrutiny of pipeline safety, and a resurgence of concern over the threats of terrorist activities in the aftermath of September 11. The commitment and contributions of a relatively small number of WOC8 members throughout this challenging period have made this work, and this report possible.
