Resumen del autor, extraído del trabajo. Rules were set and a series of certification systems have so far been developed within the International Standard Organization (amongst the others ISO14001). It is now a generally accepted rule that the producer of the waste is, and will remain responsible for it. Besides the carbon tax, international conferences, industry and governmental work-groups have established and will establish the framework and norms affecting hydrocarbon discharge into the environment related to oil & gas drilling operations (Rio, Berlin Conferences, Kyoto Protocol). The next step will be to include guidelines and rules that fall within a wider Industry integrated scope or HSEQ (Health Security Environmental Quality). Drawing from international normative and experience, it is necessary to establish on a real case base a robust and reliable sensing methodology and consequent measure of pollutant concentration. This can be achieved by using multi-parametric analysis and innovative data aggregation processing techniques under meteo-diffusive conditions leading to a self-contained environmental impact detection and analysis system which will produce realistically consistent references. This, in turn, will enable operators to adopt more cost effective and efficient waste discharge planning, actions and measures and feed towards the aid of the development of further legislation and normative.
