Resumen Transcripción del abstract original del autor: In July 2001 Croatian Parliament enacted the set of energy-related laws (Energy Law, Law on Electricity Market, Law on Gas Market, and Law on Oil and Oil Derivatives Market) as well as the Decision to proclaim the Energy Activity Regulation Law. This set of laws leads to liberalisation of the Croatian energy market, introduces category of eligible customers, and calls for designing the tariff systems. A year later, the Government of Croatia adopted the "Strategy of Gas Transportation System Development from 2002 to 2011", which envisages the diversification of supply sources by introducing two new supply routes and by expanding the transportation system to non-gasified areas. The prerequisite for implementation of this Strategy is a new tariff system for natural gas transportation. On 1st September 2002 came into force the new tariff system for natural gas transportation, while the elaboration of a tariff system for natural gas distribution is in its final stage (it is currently being tested on 6 gas distribution companies in Croatia). Gas purchase tariff system introduces the "price formula" by which the weighted price of domestic and imported gas on entry to the gas transportation system is adjusted four times following the price oscillations at the oil derivatives market. Natural gas transportation tariff system uses the marginal principle, it is modern and simple to use, and it sends proper signals to users (it calculates capacity not energy) to adjust their decisions and switch a part of their consumption from winter to summer months. In addition to cost allocation, some elements of regulation have also been introduced. This paper describes in details the mentioned principles of individual tariff systems but also the experiences in their implementation.
