| Resumen | Transcripción del abstract original del autor: Changes in gas industry may create increasing risk for safety. Utilities regulation is traditionally focused on economic regulation, but price regulation involves different incentives for quality of service, including safety levels. Regulators are explicitly shifting their focus from economic to techno-economic regulation, where non-price issues are as important as price levels. Adequate rules and incentives can ensure that cost cuts are not achieved at the expense of safety. Searching for the optimal level of safety, that is unfortunately lower than 100%, regulators are approaching safety problems (and other quality-related issues) by developing an integrated policy of measurement, utilities benchmarking, and active intervention through standards, safety rules and economic incentives. |
