The last few years have seen great changes in the project finance markets and this speech sets out the implications for developing oil and gas projects from the perspective of major project sponsor. Given that raising project finance is already recognised as a complex and costly exercise, the current state of the markets means that only strong projects with hard currency revenues will attract project finance. Consequently, the ability of sponsors to utilise their own balance sheet to develop projects remains a commercial advantage. The importance of gas projects is highlighted as a means of achieving the emissions targets agreed at the Kyoto summit, but the length of the gas project chains that can include links in developing countries poses two specific challenges for project financiers. Namely to develop structures that overcome lenders' concerns whilst maintaining the attraction for sponsors, and that also reduce country risk where it is perceived to be a barrier to project finance. |
