Technical/economic aspects of determining the energy efficiency and effectiveness of crude oil processing technology are presented, taking a typical oil refinery with processing capacity of five million tons per year as an example. From the aspect of energy, the efficiency is determined through the cost prices of high, medium and low pressure steam generated as by-product in the refinery units. It is interesting to say that the cost price of steam, obtained in this way, is twenty times lower than the cost price of steam generated in Refinery Power Plant. The main reason for such cost price trends of steam generated in refinery units, lies in the fact that this steam is generated as by-product by utilizing the heat of the flue gases and the heat flux. That is how the fuel consumption (fuel oil or fuel gas), which shares approximately 80% in the cost price calculation of steam generated in Refinery Power Plant, is eliminated. From the aspect of energy, effectiveness is presented through savings possibly realized by eliminating the differences between the target standard of energy consumption and own energy consumption of each refinery unit. By using certain measures suggested in this Paper, taking a typical oil refinery as an example, the significant savings of 9,2 million dollars/annum can be realized. In this Paper, method for determining the energy efficiency and effectiveness of oil refinery will be presented taking Vacuum Distillation Process as an example.
