Transcripción del abstract original del autor: Because liberalisation runs the risk of reducing prophylactic safety measures, authorities are going to strengthen surveillance by new laws and intensified control of gas companies. Gas industry has developed a more effective own way of safety assurance by means of a five-shell quality and safety approach (PIPPO = Product / Installation / Procedure / Personnel / Organisation). In Switzerland this system is realised with an industry-specific and risk-based management system, with a new risk assessment method for medium-pressure distribution pipelines and with safety audits for gas companies. Authorities manifest a joint safety strategy with the gas industry by delegating and accepting the codes of practice and all inspection measures to the industry association.
